B. A MODE OF FINANCING AUTONOMOUS BUT STRICTLY SUPERVISED BY LAW

II. THE DEVICE OFFERED BY YOUR COMMITTEE OF FINANCES

A. THE MAINTAINING OF AN AUTONOMOUS AND PERMANENT TAX RESOURCE ASSUMES THAT THE OUTLINES OF THE MISSIONS OF UTILITY AND OF THE REFORM OF CONSULAR NETWORK ARE BETTER DEFINED
1. Missions of utility among which borders and cost must be precisely defined and estimated
2. A reform of the financing which integrates with the broader frame of the reform of consular network

B. SUPPORT TAX LINK WITH TERRITORIES AND FIRMS FOR ASSRER A PERMANENT AND AUTONOMOUS FINANCING OF CONSULAR NETWORK
1. The difficulty in establishing a rate of unique base of the tax resource appointed to the financing of the expenses of utility
2. Reconcile freedom of action of CCI, as part of a conventionnement with the State, and responsibility in front of firms
